LTVP to PR Singapore: How to Apply and When

LTVP to PR in Singapore

Quick answer: There is no “LTVP to PR” conversion. An LTVP holder applies for permanent residence under the family category that fits their relationship: spouse of a Singapore citizen or PR, unmarried child under 21, or aged parent of a citizen. The Singaporean or PR family member sponsors the application on ICA e-Service with Singpass. ICA aims to process PR applications within 6 months, the fee is S$100, and holding an LTVP neither guarantees approval nor is a required step. What the LTVP years do give you is the thing ICA weighs most heavily: a record of actually living in Singapore.

Most people on an LTVP reach the same point. The pass works, the family is settled, but every renewal is a reminder that the status is temporary. Moving to Singapore PR removes the renewals and gives you CPF, housing access and a status that is not tied to your spouse’s sponsorship year after year.

This guide is written for people who already hold an LTVP or LTVP+. If you are still deciding between the two statuses, read LTVP vs PR first. If you are the Singaporean or PR spouse doing the paperwork, our guide on how to apply for PR for your spouse covers your side.

The most important thing to understand

The LTVP is not a step on a ladder that leads to PR. It is a separate pass, issued by ICA so that a family member can live here. When you apply for PR, ICA does not assess you as “an LTVP holder”. It assesses you under one of its published categories.

Your relationship The PR category you apply under Who sponsors
Spouse of a Singapore citizen or PR Spouse of a citizen or PR The citizen or PR spouse
Unmarried child under 21 of a citizen or PR Unmarried child, born within a legal marriage or legally adopted The citizen or PR parent
Aged parent of a Singapore citizen Aged parent The citizen child
You also hold a work pass (EP or S Pass) rather than an LTVP EP or S Pass holder You apply yourself

This matters in practice. If you hold an LTVP as the spouse of a PR, and your spouse later becomes a citizen, your sponsorship basis changes and generally strengthens.

What your LTVP years are actually worth

ICA says it considers family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. Your time on an LTVP feeds several of those directly.

ICA factor How LTVP time helps How to make it count
Length of residency Every year on an LTVP is documented residence in Singapore Keep your pass records and avoid long spells living abroad
Family ties The LTVP exists because of a citizen or PR family member Keep marriage and birth certificates, and your sponsor’s documents, in order
Economic contributions LTVP holders can work with a Letter of Consent If you work, keep payslips and tax records. See can LTVP holders work in Singapore
Family profile Children who are citizens or PRs strengthen the household picture Include the whole family picture in the application
Qualifications Unchanged by your pass type Have certificates and translations ready

Our explainer on what ICA evaluates goes through each factor.

An LTVP+ is worth noting here. ICA grants LTVP+ to foreign spouses of citizens with a citizen child, or generally after about three years of marriage, alongside financial capability and good conduct. If you already hold LTVP+, the profile that earned it is close to what a PR application needs to show.

When to apply

ICA publishes no minimum LTVP period before a PR application, so the honest answer is that timing is a judgement call. These are the points that usually change the picture.

Trigger Why it strengthens the case
You have been married for several years Length of marriage is part of the family ties assessment
You have a Singapore citizen child A citizen child changes the family profile significantly
You have moved from LTVP to LTVP+ ICA has already looked at your family and financial situation favourably
You have a stable job on a Letter of Consent Adds economic contribution to a family-based application
Your sponsor’s income and employment are stable ICA considers the sponsor’s ability to support the family
Your sponsor has become a citizen The sponsorship basis is stronger than a PR sponsor

Applying in the first months of a marriage, with no work history and a sponsor who has just started a job, is the weakest version of the application.

How to apply, step by step

Step What happens
1. Confirm your category Spouse, child or aged parent. This decides which form and documents apply
2. Gather documents Both applicant and sponsor. Originals plus official translations for anything not in English
3. Sponsor logs in The citizen or PR family member logs in to ICA e-Service with Singpass and sponsors the application
4. Complete the e-PR form Family details, residence history, employment, qualifications
5. Upload and pay S$100 per applicant, non-refundable
6. Wait ICA aims to process applications within 6 months. Some take longer
7. If approved Complete the formalities and pay the remaining fees

Fees

Item Amount
Application S$100 per applicant
Entry Permit, if approved S$20
5-year Re-Entry Permit, if approved S$50
Identity card, if approved S$50

What changes when you get PR

  LTVP or LTVP+ Singapore PR
Basis of your status Sponsored by a family member, renewed each time Your own status
Renewals Yes, before each expiry No pass renewal, but a Re-Entry Permit to renew for travel
Working Needs a Letter of Consent No consent needed
CPF No Yes
HDB resale flat No Yes, subject to the rules for PR households
Stamp duty on a first home Foreigner rate 5% ABSD
Path to citizenship Not directly Usually after 2 years as a PR

One trade-off to plan for: as a PR you need a valid Re-Entry Permit whenever you leave Singapore, and since 1 December 2025 you have 180 days outside Singapore without one before PR status is lost automatically. Read Singapore PR benefits for the full picture.

While your PR application is pending

  • Keep your LTVP valid. A PR application does not extend or replace it. Renew the LTVP as usual, at least 3 months before expiry.
  • Keep your Letter of Consent current if you are working.
  • Tell ICA about changes such as a new job, a new address or a new child.
  • Do not travel on an expired pass, and keep your passport valid.

Our guide to the LTVP for your spouse covers renewals, and our LTVP application service can handle the renewal while the PR application is being assessed.

If your PR application is rejected

You keep your LTVP. ICA does not publish reasons for rejection, so the useful question is which factor was thin: length of residency, economic contribution, the sponsor’s stability, or the documents themselves. Many families reapply later with a longer marriage, a citizen child or a stronger work record. Read what to do after a PR rejection.

Common mistakes

Mistake Why it hurts
Assuming an LTVP converts to PR after X years There is no conversion and no published minimum period
Applying too early in the marriage Family ties and residency both look thin
Letting the LTVP lapse during the PR application You lose your right to stay while waiting
Inconsistent details between LTVP and PR applications ICA holds both records
Leaving the sponsor’s documents until last The sponsor’s income and employment are part of the assessment
Long periods living abroad Weakens the length of residency factor

Frequently asked questions

Can an LTVP holder apply for PR in Singapore?

Yes, but not as an LTVP holder. You apply under the family category that matches your relationship, such as spouse of a Singapore citizen or PR, unmarried child under 21, or aged parent of a citizen, with the family member sponsoring the application.

How many years on an LTVP before I can apply for PR?

ICA does not publish a minimum. In practice, applications are stronger when the marriage has lasted several years, there is a citizen child, or there is a stable work and residence record in Singapore.

Does holding an LTVP improve my PR chances?

It helps with length of residency and family ties, which ICA lists among its assessment factors. It is not a guarantee, and it is not a required step before applying.

Is LTVP+ better than LTVP for a PR application?

LTVP+ means ICA has already viewed your family situation favourably, so the profile behind it is usually closer to what a PR application needs. The application itself is assessed the same way.

Who sponsors my PR application if I hold an LTVP?

The Singapore citizen or PR family member who is the basis of your relationship: your spouse, parent or adult child, depending on the category.

How long does a PR application take for an LTVP holder?

ICA aims to process PR applications within 6 months if documents are complete. Some take longer.

How much does it cost?

S$100 per applicant to apply. If approved, S$20 for the entry permit, S$50 for the 5-year Re-Entry Permit and S$50 for the identity card.

Do I need to keep renewing my LTVP while my PR application is pending?

Yes. The PR application does not extend your LTVP. Renew it at least 3 months before expiry.

Can I work while my PR application is pending?

Only under your current arrangement. An LTVP holder needs a Letter of Consent to work, and that stays necessary until PR is granted.

What happens to my LTVP if PR is rejected?

Nothing. Your LTVP remains valid and you can reapply for PR later.
