Before you gather a single document, confirm that you are eligible to apply for Singapore Permanent Residence (PR) and which application route fits your situation. Your route decides who submits the application, who must sign in to review it and which documents you need. This guide explains who can apply for Singapore PR in 2026, what ICA looks at when it assesses you, and how the application works from start to finish.
Quick answer: You can apply for Singapore PR if you are the spouse of a Singapore citizen or PR, an unmarried child under 21 of a Singapore citizen or PR, an aged parent of a Singapore citizen, an Employment Pass or S Pass holder, a student in Singapore who has passed a national exam or is in the Integrated Programme, or a foreign investor under the Global Investor Programme. All applications are submitted online through ICA’s e-Service, cost S$100 per application, and are usually processed within 6 months when all documents are complete. For the full list of documents by route, use our Singapore PR documents checklist.

Who can apply for Singapore PR
ICA accepts PR applications in six categories. Find yours first, because it determines who submits the application.
| Category | Who qualifies | Who submits |
| Spouse of a Singapore citizen or PR | A foreign spouse married to a Singapore citizen or PR | The citizen or PR spouse, as sponsor, using Singpass |
| Unmarried child of a Singapore citizen or PR | Under 21, born within a legal marriage to, or legally adopted by, a Singapore citizen or PR | The citizen or PR parent, as sponsor, using Singpass |
| Aged parent of a Singapore citizen | The parent of a Singapore citizen aged 21 or above | The citizen child, as sponsor, using Singpass |
| Employment Pass or S Pass holder | A foreigner working in Singapore on an EP or S Pass | The applicant, using Singpass |
| Student in Singapore | Has passed at least one national exam (PSLE, GCE N, O or A level) or is in the Integrated Programme | The student with Singpass if aged 15 or above; the non-Singpass option if below 15 |
| Foreign investor | Applies under the Global Investor Programme, with criteria set by the Economic Development Board (EDB) | Through the Global Investor Programme process |
Each person added to the application must review the form before it is submitted, using Singpass or the login details ICA issues to people who are not eligible for Singpass. Singpass registration can take 2 to 5 working days, so register everyone before you start.

What ICA assesses
Meeting the eligibility criteria only means you can apply. ICA then assesses each application as a whole. The factors it lists are:
- Family ties to Singapore citizens or PRs
- Economic contributions, such as your employment and income
- Qualifications
- Age and family profile
- Length of residency in Singapore
- Commitment to sinking roots in Singapore
There is no published points system or fixed salary cut-off for PR. A strong application presents each of these factors clearly and consistently. Our PR application tips explain how to present your profile.
How to apply: step by step
- Confirm your category. Use the table above to identify your route and who submits the application.
- Register for Singpass. Make sure every applicant and the sponsor (if any) can sign in before you start.
- Prepare your documents. Gather certified true copies and official English translations for anything not in English. Work through the PR documents checklist for your route.
- Submit through ICA’s e-Service. All PR applications must be submitted online. Each applicant reviews the form before submission.
- Pay the application fee. S$100 per application, paid at submission and non-refundable.
- Wait for the outcome. ICA processes applications within 6 months when all required documents are complete and in order; some take longer. You can check the status on myICA or the ICA e-Service.
- Complete formalities if approved. Successful applicants receive In-Principle Approval and become PRs once the remaining formalities are completed.

Fees

Documents: what to know before you start
The documents you need depend on your category and whether you are the applicant, a non-applying spouse or the sponsor. Three rules apply to every route:
- Upload certified true copies of original documents.
- Any document not in English needs an official English translation from the issuing country’s embassy, a notary public, or a private translator whose work is attested by the embassy or notarised.
- Insufficient documents can lead to your application not being accepted, and ICA may ask for more.
For the complete list by route, including who provides each document and what is required versus optional, use our Singapore PR documents checklist.
Before you apply: National Service
Male applicants granted PR as students or under a parent’s sponsorship are liable for National Service. ICA notes that giving up PR before completing full-time National Service can seriously affect future applications. Check the CMPB website before applying for sons.

Frequently asked questions
Who is eligible to apply for Singapore PR?
Spouses and unmarried children under 21 of Singapore citizens or PRs, aged parents of Singapore citizens, Employment Pass and S Pass holders, students who have passed a national exam or are in the Integrated Programme, and investors under the Global Investor Programme.
Is there a minimum salary for Singapore PR?
ICA does not publish a minimum salary for PR. Work pass holders must meet the criteria for their pass, and ICA considers economic contribution as one of several factors.
Can I apply for PR on a Dependant’s Pass or LTVP?
The pass itself is not a PR category. If you are the spouse or child of a Singapore citizen or PR, your sponsor can apply for you under the family categories. If your spouse holds an EP or S Pass, family members can be added as applicants to their application; each person added must review the form before submission.
How much does a PR application cost?
S$100 per application at submission. If approved, the Entry Permit (S$20), 5-year Re-Entry Permit (S$50) and Identity Card (S$50) are paid when you complete formalities.
How long does a PR application take?
ICA processes applications within 6 months when all required documents are complete and in order. Some applications take longer.
Does meeting the requirements guarantee PR?
No. Eligibility lets you apply. ICA then assesses your family ties, economic contribution, qualifications, age, family profile, length of residency and commitment to Singapore as a whole.
What documents do I need?
It depends on your route. See the Singapore PR documents checklist for the full list by applicant type.
