1. Employment Pass (EP) Holders
Foreign professionals holding an Employment Pass are eligible to apply for PR under the PTS Scheme (Professionals, Technical Personnel & Skilled Workers). To qualify, you should:
- Be working in Singapore for at least 6 months
- Provide a minimum of 6 months of valid payslips
- Have stable and ongoing employment with a reputable company
EP holders may also include their spouse and unmarried children (under 21) in their PR application, subject to ICA’s evaluation.

2. S Pass Holders
S Pass holders can also apply for PR under the PTS Scheme. However, ICA generally expects:
- A longer duration of employment in Singapore
- At least 1–2 years of work history to show economic contribution

3. Family Members of Singapore Citizens or PRs
You may qualify for PR if you fall into one of the following categories:
- Spouse of a Singapore Citizen or PR
- Unmarried child under 21 (born within legal marriage)
- Aged parents of a Singapore Citizen

4. Investors and Business Owners
Investors may be eligible to apply for PR, typically under the Global Investor Programme (GIP). In addition to standard PR requirements, supporting financial documents such as:
- ACRA business registration records
- Investment and shareholding certificates
- Proof of business track record
Strong business performance and contribution to Singapore’s economy will significantly influence approval chances.
