Quick answer: A foreign spouse of a Singapore citizen or PR can live in Singapore on a Long-Term Visit Pass (LTVP), sponsored by the Singaporean or PR spouse through ICA e-Service. Marriage does not guarantee approval. Many couples assume that once they are married, the foreign spouse can simply stay. ICA’s own advisory note says the opposite: marriage to a Singapore citizen “does not automatically qualify a foreign spouse for long-term stay in Singapore.” An LTVP is also not the same as Singapore PR. It is a renewable visit pass that lets your spouse live here while you build towards permanent status.

Does marriage give your spouse the right to live in Singapore?
No. ICA assesses every spouse LTVP application on its own merits. The PMLA form gives a clear picture of what ICA looks at, because it asks both partners for:
- personal particulars such as date of birth
- residential information, including details of residential property
- immigration records, including passport details and travel history
- marital history
- educational qualifications
- income information
- medical information, where applicable
- criminal records, where applicable
So your housing, income, past immigration record and marital history all feed into the decision. A couple who plans for these before the wedding avoids most surprises.
Pre-Marriage LTVP Assessment (PMLA)
The PMLA is a free online check for a Singapore citizen who intends to marry a non-resident. It tells you, before you marry, whether the intended spouse is likely to be eligible for an LTVP.

What a positive PMLA does and does not mean
- It does mean the intended spouse is likely to be eligible for an LTVP, and the later application moves faster.
- It does not approve an LTVP. After the marriage, the citizen spouse still has to submit an LTVP application.
- The letter is valid for 1 year. Apply for the LTVP within that year.
- A false statement in the PMLA makes the outcome invalid.
- If your circumstances change between the PMLA and the LTVP application (for example a change in job, income or housing), the LTVP outcome can differ.

If the PMLA outcome is not positive
ICA does not publish a fixed list of reasons. Look at the areas the form asks about, such as income, housing, immigration history and past marriages, and see what has changed or can be explained better. Changes in circumstances can lead to a different result later. This is also a good point to get advice before you commit to a wedding date or relocation plans.

Work Permit holders must get MOM approval to marry first
This rule catches many couples out, and it applies whether the marriage is civil, religious or customary, and whether it takes place in Singapore or overseas.

Both partners complete and sign MOM’s declaration form and submit it with supporting documents to the Controller of Work Passes. Marrying without approval can lead to the loss of the right to work in Singapore and a ban on entering the country for a period of time. ICA publishes a document checklist for each LTVP category. Couples typically need:
- the foreign spouse’s passport
- the sponsor’s identity details
- the marriage certificate
- divorce or death certificates for any previous marriage, where applicable
- birth certificates of children from the marriage, where applicable
- MOM’s Letter of Approval for Marriage, for current or former Work Permit holders
Translations: ICA accepts translations from the embassy of the country that issued the document, translations done by a notary public, or private translations that are officially attested. An unaccepted translation is one of the most common causes of delay.

LTVP vs LTVP+
LTVP+ is an enhanced version of the LTVP for foreign spouses of Singapore citizens. You do not apply for it separately: ICA considers an eligible spouse for LTVP+ as part of the LTVP application.

Who qualifies for LTVP+?
ICA’s criteria:
- Couples with at least one Singapore citizen child from the marriage are eligible to apply.
- Couples without a citizen child are assessed on other factors, mainly how long they have been married. ICA generally views couples married at least three years more favourably.
- ICA also looks at the sponsor’s ability to support the family financially and the good conduct of both spouses.
If your spouse starts on a standard LTVP, the renewal is a natural time to be considered for LTVP+ once you have a citizen child or have been married for three years.

A few practical points:
- If you asked for a PLOC in the LTVP application and you are eligible, MOM emails it to the sponsor’s registered email address 1 day after the LTVP card is received.
- If you request it later, MOM usually decides within a week.
- Switching from a work pass: when a work pass holder collects an LTVP or LTVP+, the work pass is cancelled. ICA issues a temporary LOC or PLOC on collection so the person can keep working for one month while the permanent letter is processed.

Renewing your spouse’s LTVP
- Submit the renewal at least 3 months before the current LTVP expires.
- The renewed pass is valid from the date it is issued. Remaining validity on the old pass is not added on.
- Update ICA on changes such as a new address, a new child or a change in the sponsor’s circumstances, because these affect the renewal and LTVP+ eligibility.
- Do not let the pass lapse. Your spouse would have to leave Singapore or apply for a short-term visit pass while the matter is sorted out.

ICA does not publish a list of rejection reasons, but the information it asks for points to the usual problem areas.
