Eligibility by route
Employment Pass and S Pass holders (PTS scheme)
This is the main route for working professionals. To be well-placed to apply:
- Hold a valid EP or S Pass and be working in Singapore.
- EP salary. EP holders should comfortably meet the qualifying salary, currently from S$5,600 a month (S$6,200 in financial services), and pass the COMPASS framework. S Pass has its own salary threshold.
- Time in Singapore. There is no fixed minimum, but while you can technically apply after six months to a year, most successful applicants wait two to three years to show a stable record.
- You can include your spouse and unmarried children under 21 in your application.
Family members of citizens or PRs
If you are the spouse, unmarried child under 21, or aged parent of a Singapore citizen or PR, you can apply through the family route. The citizen or PR sponsor initiates the application through their Singpass. ICA looks at the genuineness of the relationship, financial support, and intent to settle.
Students
Foreign students are uniquely placed. To be eligible you generally need to have studied in Singapore for at least two years and passed at least one national exam (such as PSLE, O-level, or A-level), or be in the Integrated Programme.
Investors (Global Investor Programme)

Eligible is not the same as competitive
Meeting a route’s basic criteria lets you apply, but PR is assessed holistically and approval is never guaranteed. The factors ICA weighs include:
- Economic contribution: your salary, tax paid, employer, sector, and skill level.
- Length and stability of your stay and employment.
- Age: applicants aged 21 to 40 make up the majority of new PRs.
- Family ties to Singaporeans or PRs.
- Integration into the community.
