Quick answer: CECA is the India-Singapore Comprehensive Economic Cooperation Agreement, a trade agreement signed in 2005 covering tariffs, services, investment and the temporary movement of business people. It does not give Indian nationals automatic Employment Passes, and it does not affect permanent residence or citizenship. Article 9.1.2 of the agreement states that it does not apply to measures on citizenship, permanent residence or employment on a permanent basis. Every Indian national who wants to work in Singapore applies for a pass and must meet the same criteria as anyone else, including the Employment Pass qualifying salary and COMPASS.
There is a lot of claim and counter-claim about CECA. This page sticks to what the agreement text and the Singapore government have published, because if you are planning a move or a hire, the only thing that matters is which rules actually apply to your application.
What CECA is
| Item | Detail |
|---|---|
| Full name | India-Singapore Comprehensive Economic Cooperation Agreement |
| Signed | 2005 |
| Administered by | Ministry of Trade and Industry |
| Covers | Trade in goods and tariffs, trade in services, investment, and the temporary movement of business people |
| Type | A free trade agreement, one of more than 20 Singapore has signed |
Like other free trade agreements, CECA has a chapter on the movement of natural persons. That chapter is the source of most of the confusion, so it is worth reading what it actually covers.
What CECA does not do
These are the points the Singapore government has stated publicly.
| Claim | What the government has said |
|---|---|
| CECA grants automatic Employment Passes to Indian professionals | Not true. No free trade agreement, including CECA, obliges Singapore to automatically grant Employment Passes to any foreign nationals |
| CECA lets Indian nationals work without a pass | Not true. All Indian nationals still have to apply for the relevant passes and meet the prevailing criteria |
| CECA gives an advantage for PR or citizenship | No. Article 9.1.2 states the agreement does not apply to measures on citizenship, permanent residence, or employment on a permanent basis. The government’s ability to regulate immigration is unaffected |
| CECA floods the Employment Pass system with transferees | Intra-corporate transferees have consistently been below 5% of all Employment Pass holders, drawn from a range of source countries, with Indian nationals a small segment of that |

The four categories in Chapter 9
The movement of natural persons chapter covers temporary business entry, in four defined categories.
| Category | Who it covers |
|---|---|
| Business visitors | A service seller seeking temporary entry to negotiate the sale of goods, or an investor seeking entry to establish an investment |
| Short-term service suppliers | Employees of a service supplier or enterprise without a commercial presence in the other country, employed for at least three months in the relevant industry, who are managers, executives or specialists providing a service |
| Professionals | A person employed in a specialised occupation listed in Annex 9A, requiring theoretical and practical application of specialised knowledge |
| Intra-corporate transferees | An employee of a service supplier, juridical person, investor or enterprise established in the other country, with at least six months in the company plus one year of industry experience, or three years of industry experience, immediately before the application |
These categories describe who may be considered for temporary entry. They do not replace Singapore’s work pass rules.
Intra-corporate transferees in practice
ICTs are the category most often discussed, so here is how MOM actually treats them.
| Point | Rule |
|---|---|
| Work pass still required | Yes. An overseas ICT applies for an Employment Pass and must meet the entry criteria |
| COMPASS | Overseas ICTs are exempt from COMPASS where they apply under the WTO General Agreement on Trade in Services or an applicable free trade agreement |
| Job advertising | ICT roles can be exempt from the Fair Consideration Framework advertising requirement, with documentation to prove the transferee status |
| Family | Family members of overseas ICTs are not eligible for a Dependant’s Pass or Long-Term Visit Pass, unless specifically covered by an applicable agreement and they meet the prevailing criteria |
| Duration | Set by the applicable agreement and MOM’s rules, not open-ended |
| Share of EP holders | Consistently below 5% of all Employment Pass holders |
The COMPASS exemption is real and worth understanding, but note what comes with it: the transferee’s family generally cannot get a Dependant’s Pass. For a family move, a standard Employment Pass is usually the better route. Our guide to the Dependant’s Pass covers that side.
If you are an Indian professional planning to work in Singapore
CECA changes nothing about your application. The rules that decide it are the ordinary ones.
| Step | What applies |
|---|---|
| Your employer applies for the pass | Employment Pass or S Pass, submitted by the employer |
| Qualifying salary | From S$5,600 a month for an EP in 2026, S$6,200 in financial services, rising with age and increasing again from 1 January 2027. See EP eligibility |
| COMPASS | At least 40 points, unless exempt. Nationality mix at your employer affects the C3 criterion, which applies to every nationality. See our COMPASS guide |
| Family | Dependant’s Pass if you earn at least S$6,000 a month |
| Permanent residence | Assessed by ICA on its published factors, with no agreement-based advantage. See Singapore PR for Indians |
| Citizenship | Requires PR first, and India does not permit dual citizenship. See Singapore citizenship for Indians |
