Quick answer: CPF housing grants are for Singapore citizens. A household of two PRs gets no CPF housing grant at all, and can only buy a resale flat after each of them has held PR for 3 years. A citizen married to a PR does get grants, but S$10,000 less than a citizen couple. That S$10,000 is not lost: HDB returns it through the Citizen Top-Up once the PR spouse becomes a citizen, or once the couple has a Singapore citizen child.
If you are a PR planning to buy an HDB flat, the grant rules are where citizenship stops being an abstract question and turns into a number. This guide sets out what each household type gets, how the Citizen Top-Up works, and what it is worth to you in cash.
Grant amounts and ceilings change with each policy review. Treat this as an orientation, then get an HDB Flat Eligibility (HFE) letter, which is the only document that confirms your exact entitlement.
Who gets CPF housing grants
| Household | Can buy | CPF housing grants |
| Two Singapore citizens | New (BTO) and resale flats | Full grants |
| Citizen + PR spouse | New and resale flats | Full grants less S$10,000, returned later through the Citizen Top-Up |
| Citizen + foreign spouse (Non-Citizen Spouse Scheme) | Resale flats, and certain new flats | Limited, check with HDB for your case |
| Two PRs | Resale flats only, after each has been a PR for 3 years | None |
| PR alone | Not eligible for HDB flats on their own | None |
This is the single biggest financial difference between holding Singapore PR and holding citizenship. Our comparison of PR vs citizen covers the rest.
The three main grants
| Grant | Maximum for families | Income ceiling | Notes |
| CPF Housing Grant (resale flats) | Up to S$80,000 for a 2 to 4-room flat, up to S$50,000 for 5-room or larger | MyNiceHome states S$16,000 average monthly household income (confirm with HDB) | First-timer families. SC + PR households receive S$10,000 less |
| Enhanced CPF Housing Grant (EHG) | Up to S$120,000 | S$9,000 average monthly household income | The lower your income, the larger the grant. At least one buyer must have worked continuously for the 12 months before the flat application and still be working when you apply |
| Proximity Housing Grant (PHG) | S$30,000 living with parents or a child, S$20,000 living within 4km | No income ceiling | Applies to resale flats |
HDB’s published maximum for first-timer families buying a resale flat is up to S$230,000 when all three grants apply together.
The S$10,000 gap for SC-PR couples, and how you get it back
A citizen buying with a PR spouse is treated slightly differently from a citizen couple:
- Buying a resale flat: your CPF Housing Grant is S$10,000 lower than an SC + SC household would receive.
- Buying a new flat from HDB: you pay an extra S$10,000 premium instead.
That S$10,000 is recoverable. HDB’s Citizen Top-Up pays it once the household includes a new citizen.
| Citizen Top-Up | Detail |
| Amount | S$10,000 |
| Who qualifies | SC + PR households that either paid the S$10,000 premium on a flat bought from HDB, or received S$10,000 less in the CPF Housing Grant for a resale flat, DBSS flat or EC |
| What triggers it | The PR family member becomes a Singapore citizen, or the couple has a Singapore citizen child |
| Condition afterwards | The newly naturalised family member must remain listed in the flat and live in it for the remaining minimum occupation period |
| Deadline to apply | HDB requires the application within a set window after the qualifying event. Confirm the current deadline with HDB before you rely on it |
So for an SC-PR couple, citizenship for the PR spouse is worth S$10,000 in cash on the flat you have already bought, on top of everything else it changes.
A worked example
A Singapore citizen married to a PR, both first-timers, average monthly household income S$8,000, buying a 4-room resale flat near her parents.
| Item | Amount |
| CPF Housing Grant (4-room, families) | Up to S$80,000 |
| Less the SC + PR reduction | minus S$10,000 |
| Enhanced CPF Housing Grant | Depends on the income band. At S$8,000 the EHG sits at the low end of the scale, rising to S$120,000 for the lowest incomes |
| Proximity Housing Grant (within 4km of her parents) | S$20,000 |
| Later, when the PR spouse becomes a citizen | plus S$10,000 Citizen Top-Up |
Check the EHG table on HDB’s site for the exact figure at your income, and confirm everything through the HFE letter.
What PRs need to know before buying an HDB flat
| Rule | Detail |
| Flat type | PR-only households can buy resale flats only, not new BTO flats |
| 3-year rule | Every PR buyer in a PR-only household must have held PR for at least 3 years |
| Private property | Owners of private residential property must sell it and wait 15 months before buying a resale flat. Seniors aged 55 and above buying a 4-room or smaller flat are exempt |
| ABSD | A PR pays 5% ABSD on a first residential property, including an HDB flat |
| HDB housing loan | Needs at least one Singapore citizen in the household. PR-only households use a bank loan |
| Minimum occupation period | 5 years before selling or renting out the whole flat |
| Quotas | Blocks are subject to the Ethnic Integration Policy and, for non-Malaysian PRs, the SPR quota |

What citizenship is worth on housing
| Two PRs | Citizen + PR | Two citizens | |
| New BTO flats | No | Yes | Yes |
| CPF housing grants | None | Full amount less S$10,000, recoverable | Full amount |
| HDB housing loan | No | Yes | Yes |
| ABSD on first home | 5% | 0% for the citizen’s share under the married couple remission | 0% |
| Citizen Top-Up | Not applicable | S$10,000 when the PR becomes a citizen or an SC child is born | Not applicable |
If you are the PR half of a mixed couple, this is usually the strongest financial argument for applying for citizenship rather than staying a PR indefinitely. How First Immigration can help
We are not mortgage brokers or property agents, and we do not process grant applications. What we do is handle the immigration side that decides which grants you qualify for.
- PR applications for the foreign spouse in a mixed household, so the family can buy sooner.
- Citizenship applications for PRs, including the timing when a flat purchase or Citizen Top-Up is involved.
- Honest timing advice: we tell you when your profile is not ready yet, rather than filing and hoping.

Frequently asked questions
Can a Singapore PR get a CPF housing grant?
A household made up only of PRs gets no CPF housing grant. A PR married to a Singapore citizen is part of a household that does receive grants, but S$10,000 less than a citizen couple.
Why do SC-PR couples get S$10,000 less?
It is the policy difference between citizen and PR households. For flats bought from HDB the couple pays an extra S$10,000 premium instead, and for resale flats the CPF Housing Grant is reduced by S$10,000.
How do I get the S$10,000 back?
Through HDB’s Citizen Top-Up, once the PR family member becomes a Singapore citizen or the couple has a Singapore citizen child. The new citizen must stay listed in the flat and live in it for the remaining minimum occupation period.
How much is the CPF Housing Grant for a resale flat?
Up to S$80,000 for a 2 to 4-room flat and up to S$50,000 for a 5-room or larger flat, for first-timer families, before the SC-PR reduction.
What is the income ceiling for the CPF Housing Grant?
MyNiceHome states an average monthly household income ceiling of S$16,000 for families. The EHG has a lower ceiling of S$9,000. Confirm both with HDB, since ceilings are revised periodically.
How much EHG can we get?
Up to S$120,000 for families, scaled by household income. At least one buyer must have been working continuously for the 12 months before the flat application and still be working at application.
Can two PRs buy an HDB flat?
Yes, but resale only, and each PR buyer must have held PR for at least 3 years. They get no grants and cannot take an HDB housing loan.
Do PRs pay ABSD on an HDB flat?
Yes. A PR pays 5% ABSD on a first residential property, including a resale HDB flat.
Does a PR qualify for the Proximity Housing Grant?
The PHG applies to eligible households buying a resale flat to live with or near parents or a child. A PR-only household does not receive CPF housing grants, so this matters mainly for citizen and PR households.
Where do I confirm what my family will actually get?
Apply for an HDB Flat Eligibility (HFE) letter on the HDB Flat Portal. It states your eligibility, loan options and grant amounts before you commit to a flat.
