Quick answer: The Miscellaneous Work Pass (MWP) covers short work assignments of up to 60 days, typically for foreign speakers at seminars and conferences, religious workers, and journalists on short assignments not sponsored by a Singapore government agency. A Singapore-based organisation must sponsor the application, which should be submitted at least 2 months before the assignment and takes around 6 weeks to process. The pass is not renewable. Many short activities fall under Work Pass Exempt Activities instead, which allow up to 90 days in a calendar year without a pass.
The practical question is rarely “how do I get an MWP”. It is “do I actually need one”.
Who the MWP covers
| Category | Typical situation |
|---|---|
| Speakers and organisers | Foreigners directly involved in organising or conducting a seminar, conference or gathering related to religion, or to a political end, including as a speaker, moderator, facilitator or trainer |
| Religious workers | Short assignments with a Singapore-based religious organisation |
| Journalists | Covering an event or writing a story, where not supported or sponsored by a Singapore government agency |
A Singapore-based organisation or society must sponsor the applicant. The individual cannot self-apply.

Do you need a pass at all?
This is where most enquiries end.
| Activity | Position |
|---|---|
| Many short-term activities | Covered by Work Pass Exempt Activities, allowed for up to a total of 90 days in a calendar year without a work pass |
| Trainers or speakers at a training course or workshop | Must either notify MOM or obtain a Miscellaneous Work Pass |
| Seminars or gatherings related to religion or a political end | MWP route |
| Ordinary employment | Employment Pass, S Pass or Work Permit, not an MWP |
| Pure business visit with no work | Short-Term Visit Pass. See our STVP guide |
Check the exempt-activities route first. If the activity is on that list and within the 90-day annual allowance, you may only need to notify MOM rather than apply for a pass.
What the MWP is not
| It is not | Because |
|---|---|
| A short Employment Pass | It is capped at 60 days, not renewable, and tied to a specific assignment |
| A route to longer employment | A job requires an EP, S Pass or Work Permit on their own criteria |
| A family pass route | No Dependant’s Pass or LTVP |
| Instant | Allow 2 months before the assignment, with around 6 weeks of processing |
If the plan is actually a job, start with our guide to every pass type and EP eligibility.
How to apply
| Step | What happens |
|---|---|
| 1 | The Singapore-based sponsor confirms the activity falls within the MWP categories |
| 2 | Check whether Work Pass Exempt Activities apply instead |
| 3 | The sponsor completes MOM’s online form with a Corppass account |
| 4 | Obtain written consent from the candidate |
| 5 | Pay the S$175 fee |
| 6 | Allow around 6 weeks, and submit at least 2 months before the assignment |
Planning notes
Two months is not padding. With roughly 6 weeks of processing, a conference booked 5 weeks out is already too late for an MWP.
The 60 days are fixed. There is no renewal, so an assignment that may run longer needs a different pass from the start.
Sponsorship is the gate. Without a Singapore-based organisation willing to sponsor, there is no application.
