Quick answer: Your work pass decides what you can rent. To rent an HDB flat or bedroom, you need a valid Employment Pass, S Pass, Work Permit, Student’s Pass, Dependant’s Pass or Long-Term Visit Pass with at least 6 months validity at the date of the owner’s application, and the owner needs HDB’s prior approval. The minimum rental period for an HDB flat is 6 months. For private property, URA sets a minimum stay of 3 consecutive months, with an occupancy cap of 8 people. Tourists cannot rent, and short-term letting by the day or week is not allowed.
Most rental guides are written by property portals and focus on price. The part that actually decides your options is your immigration status.
What your pass allows
| Your status | HDB flat or bedroom | Private condo or apartment |
|---|---|---|
| Employment Pass, S Pass, Work Permit | Yes, with at least 6 months of pass validity | Yes |
| Student’s Pass | Yes, same validity rule | Yes |
| Dependant’s Pass, Long-Term Visit Pass | Yes, same validity rule | Yes |
| Short-Term Visit Pass, tourists | No | Short-term letting is not allowed |
| Work Permit holders in construction, manufacturing, marine and process sectors | Restricted. These holders must be Malaysian for HDB rental, with the manufacturing rule applying to whole-flat rentals | Subject to the landlord’s terms |
The 6-month rule catches people out. If your pass has 5 months left when the owner applies to HDB, the application fails even though you are legally in Singapore. Plan a renewal before a move.
Minimum rental periods
| Property type | Minimum | Set by |
|---|---|---|
| HDB flat or bedroom | 6 months per application | HDB |
| Private residential | 3 consecutive months for all occupants | URA |
Short-term accommodation, such as daily or weekly rental, is not allowed in either. This is why genuine one-month options are rare and usually serviced apartments rather than ordinary leases.
How long a lease can run
| Situation | Maximum per approval |
|---|---|
| HDB, all tenants Singaporean or Malaysian | Up to 3 years per application |
| HDB, any non-Malaysian non-citizen tenant | Up to 2 years per approval |
| Private | Set by the tenancy agreement |
Occupancy caps
| Property type | Cap |
|---|---|
| HDB | Set by flat size, and it counts owners, authorised occupiers and tenants together, even where tenants are from the same family |
| Private residential | 8 people. Exceeding it can lead to cancellation of the occupancy authorisation |
Only HDB-built bedrooms can be rented out as rooms. Partitioned spaces do not count.
Before you sign
- Check your pass has at least 6 months validity if renting HDB
- Ask the owner to confirm HDB approval is in place for an HDB rental
- Confirm the minimum period matches your plans: 6 months HDB, 3 months private
- Check how many people will live there against the cap
- Read the diplomatic clause, which lets a tenant end a lease early if their pass is cancelled or they are transferred out
- Agree who pays for minor repairs and what the deposit covers
- Keep the tenancy agreement, since you may need an address record for pass and PR applications
The diplomatic clause matters more than price
For anyone on a work pass, the single most important term is the diplomatic clause. If your pass is cancelled, for example after a retrenchment, a lease without one leaves you liable for the remaining term. Negotiate it before you sign, not after.
If you are thinking about buying instead
Renting is not the only option, though buying is expensive for foreigners: Additional Buyer’s Stamp Duty is 60% for foreigners against 5% for a Singapore PR on a first home. Our guide to whether foreigners can buy property in Singapore sets out the numbers, and our guide to CPF housing grants covers what changes once you hold Singapore PR.
Budgeting
Rents move quickly, and we are not a property portal, so rather than quote figures that date, use the official sources: HDB publishes median rents by town and flat type, and URA publishes private residential rental data. Our guide to the cost of living as a Singapore PR covers the wider household budget.
How First Immigration can help
We do not rent or sell property. What we do affects whether you can rent at all: the validity of your pass.
- Renewals timed before a move, so you meet the 6-month validity rule.
- Family passes, so everyone in the household has valid status. See our Dependant’s Pass guide.
- PR applications, which change your property options entirely.

Frequently asked questions
Can foreigners rent property in Singapore?
Yes, if you hold a valid pass. Tourists and Short-Term Visit Pass holders cannot rent.
What pass validity do I need to rent an HDB flat?
At least 6 months at the date the owner applies to HDB.
What is the minimum rental period in Singapore?
6 months for an HDB flat or bedroom, and 3 consecutive months for private residential property.
Can I rent an HDB flat for one month?
No. Short-term rental is not allowed, and the HDB minimum is 6 months.
How long can an HDB lease run?
Up to 3 years per application if all tenants are Singaporean or Malaysian, and up to 2 years per approval where there is a non-Malaysian non-citizen tenant.
Does the owner need HDB approval?
Yes. Owners must obtain HDB’s prior approval before renting out a flat or bedroom.
How many people can live in the property?
HDB caps depend on flat size and count owners, occupiers and tenants together. Private residential property is capped at 8 occupants.
What is a diplomatic clause?
A clause letting a tenant end the lease early in defined situations, such as the pass being cancelled or a transfer out of Singapore. It is the most important clause for pass holders.
Can Work Permit holders rent an HDB flat?
There are restrictions. Work Permit holders in the construction, manufacturing, marine and process sectors must be Malaysian for HDB rental, with the manufacturing rule applying to whole-flat rentals.
Is renting cheaper than buying for a foreigner?
Buying carries 60% Additional Buyer’s Stamp Duty for foreigners, against 5% for a PR on a first home, so renting is usually the practical option unless you expect to stay long term.
