Singapore PR Cover Letter: Do You Need One, and What Should It Say?

First Immigrations Team

Singapore PR Cover Letter

Quick answer: ICA does not require a cover letter. It is not on the PR document checklist, and an application without one is complete. A short cover letter can still help where your profile needs explaining: a career gap, a job change, time spent overseas, a complex family situation, or a reapplication. If you write one, keep it to a page, keep it factual, and make sure every claim in it is backed by a document you are already submitting.

Plenty of pages treat the cover letter as a required document. It is not. Knowing that changes how you should use it: as an optional explanation, not a sales pitch.

Three letters people confuse

LetterRequired?Written by
Letter of employmentYesYour employer, stating occupation, start date, basic and gross monthly salary
Cover letterNoYou
Recommendation letterNoSomeone who knows your work

The compulsory one is covered in our guide to the employer letter for a PR application. The third is covered in our guide to the recommendation letter.

When a cover letter is worth writing

Your situationDoes a cover letter help?
Straightforward profile, steady job, documents all in orderNot really. The documents speak for themselves
A gap in employmentYes, a factual explanation prevents guesswork
Several job changes in a short periodYes, to show the trajectory
Long periods working overseas while based in SingaporeYes
Complex family situation, such as a previous marriage or children living abroadYes, briefly
Self-employed or running your own companyYes, to explain the business in plain terms
Reapplying after a rejectionYes, to show what has changed since
You want to argue why you deserve PRNo. That is not what it is for

What to put in it

Keep it to one page. A workable structure:

SectionContentLength
OpeningWho you are, your pass type, how long you have lived in Singapore2 to 3 lines
Your workCurrent role, employer, what you do, how your career has progressed hereA short paragraph
Your familyWho is applying with you, who is already a citizen or PR, where your children studyA short paragraph
Anything that needs explainingThe gap, the job change, the overseas posting, stated plainlyA short paragraph
Your roots in SingaporeWhere you live, community involvement, what keeps you hereA short paragraph
ClosingA single sentence, no pleading1 line

What to leave out

  • Claims you cannot evidence. Everything in the letter should be traceable to a document in the file.
  • Salary and achievements already covered by the employer letter and payslips. Repetition adds nothing.
  • Emotional appeals about how much you love Singapore.
  • Anything about approval odds, or comparisons with other applicants.
  • Length. Two pages signals an application that does not stand on its own.

A short structure you can adapt

Common mistakes

MistakeWhy it hurts
Treating it as compulsory and padding it outA thin letter adds nothing, and a long one dilutes the file
Claiming things the documents do not showInconsistency is a real risk, and ICA holds the whole record
Rewriting your CVICA already has your qualifications and employment documents
Quoting approval rates or “proving” eligibilityICA does not publish approval rates, and the letter is not an argument
Using a generic template with placeholders left inIt happens more often than you would think
Writing it for a reapplication without saying what changedThe one case where the letter has a clear job

What ICA actually assesses

A cover letter does not change the criteria. ICA weighs family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency, assessed together. The letter can only make those facts easier to read. Our guide to what ICA really evaluates explains each factor, and the PR application requirements page covers the full document set.

How First Immigration can help

  • Deciding whether you need one at all. For many profiles, the honest answer is no.
  • Drafting it around your documents, so nothing in the letter contradicts the file.
  • Reapplications, where explaining what has changed matters most.

Frequently asked questions

Is a cover letter required for a Singapore PR application?

No. ICA’s document checklist does not list a cover letter. An application without one is complete.

Does a cover letter improve my chances of getting PR?

It does not change ICA’s criteria. It can help where something in your profile needs explaining, such as an employment gap or a reapplication.

How long should a PR cover letter be?

One page. Anything longer tends to repeat what the documents already show.

What should I include in it?

Who you are, your work, your family, anything that needs explaining, and your ties to Singapore. Keep every statement backed by a document in the file.

What should I avoid?

Emotional appeals, claims you cannot evidence, repeating your CV, and anything about approval odds.

Is a cover letter the same as a recommendation letter?

No. You write the cover letter. A recommendation letter is written by someone else about you, and is also optional.

Should I include a cover letter when reapplying?

This is the strongest case for one, because it lets you set out what has changed since the previous application.

Can I use a template I found online?

As a structure, yes. Make sure the content is yours and consistent with your documents, and check that no placeholder text is left in.

Does the cover letter need to be signed?

There is no ICA rule, since the letter is not required at all. Signing it is normal practice.

What is the one document I actually must get from my employer?

The letter of employment, dated no more than 3 months before you apply, stating occupation, date of employment, and basic and gross monthly salary.
